This data provides evidence of regulations which have cleaned the nation&#39;s air and water for a healthier environment.</p>
<p>But the raw data from these studies <a href="https://eelp.law.harvard.edu/changing-what-science-the-epa-will-consider-part-3/">can&#8217;t be made public</a> since it <a href="http://doi.org/10.2105/AJPH.2019.305531">These are people’s personal health records</a>. The <a href="https://www.federalregister.gov/documents/2021/01/06/2020-29179/strengthening-transparency-in-pivotal-science-underlying-significant-regulatory-actions-and">EPA rule finalized</a> In the ultimate weeks of the primary Trump administration, the agency was urged to deemphasize studies when the underlying data was not publicly available. A dish <a href="https://blogs.edf.org/climate411/wp-content/blogs.dir/7/files/2021/02/38-Order.pdf">repealed the rule on February 1, 2021</a>.</p>
<p>I expect Trump&#39;s EPA will again attempt to require that the agency&#39;s rules be based on raw published data. The <a href="https://www.law.berkeley.edu/wp-content/uploads/2024/08/Index-and-Summary-Annotated-of-Project-2025-Report-Aug1424.pdf">Agenda of the 2025 project</a> Requires that “true transparency” be a defining feature of the EPA, including “the establishment of open source science.” This would limit using private health data or data whose use is licensed to corporations. That would <a href="https://doi.org/10.1177/0306312720970284">make it difficult to develop rules</a> Protecting public health.</p>

<h2>2. Strengthen public oversight of EPA</h2>
<p>The writer of <a href="https://www.documentcloud.org/documents/24088042-project-2025s-mandate-for-leadership-the-conservative-promise#document/p449/a2570891">The Project 2025 chapter on the EPA</a> Was <a href="https://project2025admin.com/personnel/mandy-gunasekara/">Mandy Gunasekara</a>who served as chief of staff to Trump&#39;s EPA administrator in the primary administration. <p>Project 2025 also calls for reshaping the makeup of EPA&#39;s advisory boards — and even suspending a few of them. These panels consider feedback from industry, academia and communities. <a href="https://www.atsjournals.org/doi/full/10.1513/AnnalsATS.201909-724PS">Similar actions during Trump&#39;s first term</a> reduced the variety of scientists and representatives of non-governmental organizations in these committees, <a href="https://envirodatagov.org/an-embattled-landscape-federal-environmental-science-integrity-in-the-united-states-a-three-part-series-part-1-targeting-scientific-influence-on-policy/">At the identical time, the variety of industry consultants will likely be increased</a>.</p>

Instead, the industry says chemicals regulation must be based on this <a href="https://www.americanchemistry.com/chemistry-in-america/news-trends/blog-post/2021/science-policy-risk-perspectives-systematic-review-what-it-is-and-why-it-matters-in-tsca">best available science</a>. However, one of the best available scientific evidence on chemicals is usually inconclusive. Without a precautionary approach, the industry&#39;s argument for “best available science” may very well mean less justification for regulation.</p>
<p>Project 2025 suggests that on his first day in office <a href="https://hyp.is/aB8bIoQWEe-rdeP1Fju4FA/envirodatagov.org/project2025-environmental-protection-agency-annotated/">Trump should give an order</a> “reject precautionary failure models and uncertainty factors” that “lead to erroneous and opaque decisions.”</p>
<p>The consequences could include EPA analyzes that underestimate the risks of toxic chemicals while research remains to be in its infancy. <a href="https://www.epa.gov/pfas/our-current-understanding-human-health-and-environmental-risks-pfas">akin to with PFAS</a>. </p>

<p>The air quality within the City Hall subway station in downtown Philadelphia is far worse than on the sidewalks directly above the station. This is certainly one of our key findings <a href="https://doi.org/10.1038/s41370-024-00711-9">latest study</a> published within the Journal of Exposure Science &#038; Environmental Epidemiology.</p>
<p>We are one <a href="https://scholar.google.com/citations?user=NHd9mM8AAAAJ&#038;hl=en&#038;oi=ao">environmental scientist</a> and a <a href="https://scholar.google.com/citations?user=jlttqrJa5K4C&#038;hl=en">biochemist</a> who assessed the air quality on the fifteenth Street-City Hall station in Philadelphia. We focused on this station because our previous study found that it has <a href="https://doi.org/10.1038/s41370-024-00711-9">highest particulate matter pollution</a> Among Philly&#39;s 12 subway stations, we measured the busy Market-Frankford or Broad Street lines.  </p>
<p>Most worryingly, there was about ten times more soot contained in the station than at street level. A serious component of that is black carbon, commonly known as soot <a href="https://www.epa.gov/pm-pollution/particulate-matter-pm-basics">Fine dust pollution within the air</a>. It is released in the course of the incomplete combustion of fossil fuels and the burning of biomass, and inhalation is linked to adversarial health effects reminiscent of asthma, heart attack and lung cancer. </p>
<p>Our results suggest that the soot is generated by the subway system itself. Graphite is used on brake pads <a href="https://doi.org/10.1016%2Fj.jaerosci.2020.105610">a possible source</a>.</p>
<p>We also found that the concentration of ultrafine particles (UFP) was about 1.7 times higher underground than above ground. While wonderful particles have a diameter of as much as 2.5 micrometers &#8211; approx <a href="https://www.epa.gov/pm-pollution/particulate-matter-pm-basics#PM">35 times smaller</a> as a wonderful grain of beach sand – ultrafine particles are 0.1 microns or smaller. These particles are worrisome because they <a href="http://www.doi.org/10.1164/rccm.202311-2098ED">penetrate deep into people&#39;s lungs</a>. </p>
<p>Limited access to outside air, frequency of trains, large variety of passengers, and site in the center of downtown could also be among the reasons for the high levels of particulate matter at fifteenth Street Station.</p>
<p>Subway air quality has already been studied in Philadelphia and several other other US cities, including Boston, New York City and Washington, D.C. A study by <a href="https://doi.org/10.1289/EHP7202">71 subway stations in these metropolitan areas</a> found <a href="https://www.panynj.gov/path/en/index.html">PATH stations</a> New York and New Jersey have the very best concentrations of particulate matter. This study also found the same concentration of wonderful particles, primarily iron and carbon, in Philadelphia, as we found.</p>
<p>However, more types and sizes of particles were measured in our study.</p>

<h2>Why it matters</h2>
<p>Our study highlights the necessity for Philadelphia to watch air quality in its subways and reduce air pollution exposure for commuters and subway employees. </p>
<p>Several major aspects contribute to air pollution in subways. These include the age of the subway system, wear on the wheels and rails, the frequency of trains, the usage of a graphite lubricant on the brake pads, poor ventilation, the depth of the station, and restrictions on access to outside air and traffic. </p>
<p>Better ventilation, the usage of platform screen doors, and more frequent cleansing to reduce dust are some ways to enhance air quality.</p>
<p>Although we consider that subway air quality must be improved, our results don&#8217;t suggest that commuters should avoid the subway. Air pollution levels vary widely between stations and over time, and commuters spend relatively short periods of time in subway stations. </p>
<p>People with health problems, especially lung disease, can provide excellent protection by wearing an N95 mask or N95 mask <a href="https://doi.org/10.1038/jes.2016.42">even a surgical mask</a>. Subway employees can use air purifiers to cut back their exposure to particulate pollution.</p>
<h2>How we do our work</h2>
<p>Using three forms of monitors, we concurrently measured particle pollution within the underground subway platform and the above-ground pedestrian walkway. In the summer of 2022, we carried out measurements for six hours a day, roughly from 9 a.m. to three p.m., on five weekdays.</p>
<h2>What&#39;s next?</h2>
<p>The next step on this project is to show lung cells within the laboratory to air pollution particles from fifteenth Street Station and measure the oxidative stress attributable to the particles. This stress <a href="https://www.doi.org/10.1016/j.cotox.2017.09.001">contributes to chronic diseases</a>including asthma, <a href="https://www.mayoclinic.org/diseases-conditions/copd/symptoms-causes/syc-20353679">chronic obstructive pulmonary disease</a> and lung cancer. </p>
<p>We will even study the forms of air particles and the degrees of various metals in them to find out what effects these subway particles have on lung cells. </p>

<p>Climate change can look like an insurmountable challenge. However, for those who look closely on the causes, you&#8217;ll realize that history is filled with similar health and environmental threats that humanity has overcome.</p>
<p>The predominant reason behind climate change – <a href="https://www.climate.gov/news-features/understanding-climate/climate-change-atmospheric-carbon-dioxide">Carbon dioxide from burning fossil fuels</a> – is definitely just one other pollutant. And countries know the best way to reduce harmful pollutants. They did this with, amongst other things, the pesticide DDT, lead paint, and power plant emissions that caused acid rain.</p>
<p>In each of those cases, growing public outcry ultimately led to policy changes, despite opposition from industry. After being pressured by laws and regulations, industries increased the production of safer solutions.</p>
<p>I&#8217;m a <a href="https://www.researchgate.net/profile/Alexander-Gates">Earth and environmental scientists</a>and my latest book, &#8220;<a href="https://rowman.com/ISBN/9781538179673/Reclaiming-Our-Planet-How-Environmental-History-Can-Help-Solve-the-Climate-Crisis">Reclaiming our planet</a>“explores the teachings of history in overcoming seemingly insurmountable dangers. Here are a number of examples:</p>
<h2>DDT banned despite industry opposition</h2>
<p>That was DDT <a href="http://npic.orst.edu/factsheets/archive/ddttech.pdf">first truly effective pesticide</a> and is taken into account a miracle. <p>Furthermore, DDT <a href="https://www.acs.org/education/whatischemistry/landmarks/rachel-carson-silent-spring/rachel-carson-poster.html">Bioaccumulation within the food chain</a> to toxic levels in top species comparable to birds of prey. <h2>Providing evidence of the risks of lead</h2>
<p>Lead use <a href="https://www.epa.gov/archive/epa/aboutepa/lead-poisoning-historical-perspective.html">rose sharply within the twentieth century</a>particularly in paint, plumbing and gasoline. It was so widespread that nearly everyone was affected by it <a href="https://www.who.int/news-room/fact-sheets/detail/lead-poisoning-and-health">As research now shows, metal might be harmful</a> the kidneys, liver, cardiovascular system and brain development of kids.</p>
<p>Clair “Pat” Patterson, a geochemist on the California Institute of Technology, has shown this <a href="https://nap.nationalacademies.org/read/6201/chapter/16#278">Americans were continuously exposed to steer</a> in almost toxic concentrations. <p>Despite personal and skilled threats and a disinformation campaign from the industry, Patterson and his supporters <a href="https://nap.nationalacademies.org/read/6201/chapter/16#267">Years of evidence compiled</a> to warn the general public and ultimately pressure politicians to ban lead from many uses, <a href="https://www.eia.gov/energyexplained/gasoline/gasoline-and-the-environment-leaded-gasoline.php">also in gasoline</a> And <a href="https://www.cdc.gov/lead-prevention/prevention/paint.html">Home Colors</a>.</p>
<p>Once the regulations were in place, the industry boomed <a href="https://www.npr.org/2021/08/30/1031429212/the-world-has-finally-stopped-using-leaded-gasoline-algeria-used-the-last-stockp">Production of substitutes</a>. This causes lead levels in children&#39;s blood to rise <a href="https://doi.org/10.1097%2FPHH.0000000000000889">decreased by 97%</a> in the following many years. Although lead exposure is now less common, some individuals are still exposed to dangerous levels that remain in homes, pipes and soil, often in low-income neighborhoods.</p>
<h2>Stopping Acid Rain: An International Problem</h2>
<p>Acid rain is caused primarily by sulfur dioxide, which is released into the air by the burning of coal, high-sulfur oil, and the smelting and refining of metals. <a href="https://www.epa.gov/acidrain/what-acid-rain">interacts with rain or fog</a>. <p>The damage attributable to acid rain across Europe and North America within the twentieth century also showed the world how air pollution that doesn&#8217;t stop at borders can develop into a global crisis requiring international solutions.</p>
<p>The acid rain problem began well over a century ago, but sulfur dioxide levels aren&#8217;t any longer high <a href="https://doi.org/10.1007%2Fs13280-019-01244-4">grew rapidly after World War II</a>. A thermal inversion in London in 1952 resulted in such concentrations of sulfur dioxide and other air pollutants that it <a href="https://www.metoffice.gov.uk/weather/learn-about/weather/case-studies/great-smog">killed 1000&#8217;s of individuals</a>. As damage to forests and lakes worsened across Europe and countries <a href="http://doi.org/10.1007/s13280-019-01244-4">signed international agreements</a> In the Eighties they began to cut back their sulfur dioxide emissions.</p>

<p>In the US, emissions from power plants within the Midwest were killing fish and trees <a href="https://www.adirondackexplorer.org/book_reviews/acid-rain-in-the-adirondacks-an-environmental-history">within the pristine Adirondacks</a>. The damage, health concerns and diverse disasters outraged the general public and politicians responded. </p>
<p>Sulfur dioxide was named on the groundbreaking ceremony as certainly one of the six criteria for air pollutants <a href="https://www.epa.gov/clean-air-act-overview/clean-air-act-requirements-and-history">1970 US Clean Air Act</a>which required the federal government to set limits on its publication. power plants <a href="https://www.eia.gov/todayinenergy/detail.php?id=4410">installed scrubbers</a> to capture the pollutant and reduce sulfur dioxide concentrations within the U.S. over the following 40 years <a href="https://www.epa.gov/air-trends/sulfur-dioxide-trends">decreased by roughly 95%</a>. </p>
<h2>Parallels to climate change</h2>
<p>There are many parallels between these examples and today&#39;s climate change.</p>
<p>Mountains of <a href="https://www.ipcc.ch/">scientific evidence</a> show how carbon dioxide emissions arise from the combustion of fossil fuels in vehicles, factories and power plants <a href="https://research.noaa.gov/2024/06/28/understanding-the-basics-of-carbon-dioxide/">warm the planet</a>. The fossil fuel industry began using them <a href="https://www.opensecrets.org/industries/indus?ind=E">political power</a> And <a href="https://www.theguardian.com/business/2023/jan/12/exxon-climate-change-global-warming-research">Misinformation campaigns</a> many years ago too <a href="https://www.budget.senate.gov/imo/media/doc/fossil_fuel_report1.pdf">Block regulations</a> that ought to decelerate climate change.</p>
<p>And people world wide are facing worsening heat and weather disasters fueled by global warming <a href="https://commonslibrary.parliament.uk/the-rise-of-climate-change-activism/">Call to motion</a> stop climate change and spend money on cleaner energy. </p>
<p><a href="https://www.loc.gov/item/today-in-history/april-22/#:%7E:text=Earth%20Day%20was%20first%20observed,sites%20across%20the%20United%20States.">The first Earth Day</a>in 1970, attracted 20 million people. The rallies in recent times have shifted the main target to climate change <a href="https://www.theguardian.com/environment/gallery/2019/sep/20/global-climate-strike-millions-protest-worldwide-in-pictures">have attracted tens of millions</a> from people everywhere in the world. </p>

<p>The challenge was to get politicians to act, but that&#39;s the way it is <a href="https://rhg.com/research/ira-us-climate-policy-2030/">change slowly</a> in lots of countries.</p>
<p>The United States has begun <a href="https://www.epa.gov/green-power-markets/summary-inflation-reduction-act-provisions-related-renewable-energy">Investments within the expansion of several instruments to curb climate change</a>including electric vehicles, wind turbines and solar panels. Federal and state politics, comparable to <a href="https://www.ncsl.org/energy/state-renewable-portfolio-standards-and-goals">Requirements for the production of renewable energy</a> and limits on greenhouse gas emissions are also crucial to encourage industry to modify to less harmful alternatives. </p>
<p>Climate change is a worldwide problem that requires global efforts. <a href="https://www.cfr.org/backgrounder/paris-global-climate-change-agreements">International agreements</a> also help more countries make progress. A change that countries have been discussing for years could help boost those efforts: ending the billion-dollar spending <a href="https://www.imf.org/en/Topics/climate-change/energy-subsidies">Tax-funded fossil fuel subsidies</a> and reallocating that cash to healthier solutions could help slow climate change.</p>

<p>Plastic waste is accumulating worldwide at an alarming rate. The World Bank estimates that one and all on the planet produces a median <a href="https://datatopics.worldbank.org/what-a-waste/trends_in_solid_waste_management.html">0.74 kilograms of plastic waste per day</a>.</p>
<p>To stem this influx, 175 countries <a href="https://www.unep.org/inc-plastic-pollution">Negotiation of a binding international treaty</a> against plastic pollution, with a completion goal of the top of 2024. In July 2024, the Biden administration published the <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2024/07/19/fact-sheet-biden-harris-administration-releases-new-strategy-to-tackle-plastic-pollution-takes-action-to-reduce-single-use-plastics-in-federal-operations/">first US plan to resolve this problem</a>. </p>
<p>The recent U.S. strategy covers five areas: plastics production, product design, waste generation, waste management, and plastic capture and removal. It also lists actions that federal agencies and departments are currently pursuing.</p>
<p>I study <a href="https://law.wfu.edu/faculty/profile/moraths/">Environmental law</a>including <a href="https://www.cambridge.org/core/books/our-plastic-problem-and-how-to-solve-it/CAD4AF039D41B2CD6B66BF3B8DF57BF0">Efforts to scale back plastic pollution</a>. As the world&#39;s largest economy, the U.S. is a critical player on this effort. Based on my research, listed here are three proposals within the U.S. plan that I believe are necessary, and one omission that I consider a serious gap.</p>

<h2>A nationwide standard for measuring microplastics</h2>
<p>Studies have found tiny plastic fragments, so-called microplastic particles, in environments equivalent to <a href="https://doi.org/10.1016/j.scitotenv.2023.162193">the atmosphere</a>, <a href="https://cdn.who.int/media/docs/default-source/wash-documents/microplastics-in-dw-information-sheet190822.pdf">Drinking water sources</a>, <a href="https://doi.org/10.3390/ijerph20031745">wild animals</a> And <a href="https://doi.org/10.1016/j.scitotenv.2022.159834">human food chains</a>. </p>
<p>While scientists have found that wildlife, equivalent to seabirds, may be harmed by eating plastic, <a href="https://apnews.com/article/microplastics-human-health-9cac65b9ac32d7ef5830360b7bde2985">Effects on human health are less clear</a>Unlike other pollutants, microplastic particles have different effects depending on their size. <a href="https://new.nsf.gov/news/microplastics-shape-determines-how-far-they-travel">their shape</a> and where they occur, equivalent to in food, air or water. And people may be exposed to them through <a href="https://doi.org/10.1016/j.impact.2022.100441">many alternative ways</a>including inhalation, ingestion and make contact with.</p>
<p>There is not any federal standard for measuring microplastics in numerous media equivalent to water and soil, so studies lack standardized definitions, methods and reporting techniques. In 2023, California launched a <a href="https://www.kslaw.com/news-and-insights/california-becomes-first-state-to-adopt-statewide-testing-requirement-for-microplastics-in-drinking-water">Microplastics monitoring program</a>including the event of a standardized method for measuring microplastics in drinking water.</p>
<p>The Biden administration&#39;s plan calls for developing standardized methods to detect, quantify and characterize microplastics and nanoplastics, that are even smaller. This will help scientists <a href="https://www.youtube.com/watch?v=QfnDG16OGjg">generate consistent data</a> which regulators can use to set limits for microplastics in food, water and air.</p>
<h2>Extended producer responsibility</h2>
<p>All plastics contain chemicals that give them properties equivalent to strength, softness, color and fire resistance. A subset of those chemicals, including <a href="https://doi.org/10.3389/fendo.2022.1084236">Bisphenols and phthalates</a>have been related to antagonistic health effects, including <a href="https://doi.org/10.1210/jendso/bvad163">fetal abnormalities, reproductive health problems and cancer</a>.</p>
<p>Some scientists argue that certain forms of plastic waste with particularly harmful ingredients or properties, including PVC, polystyrene, polyurethane and polycarbonate, <a href="https://doi.org/10.1038/494169a">classified as hazardous waste</a>Currently, the United States, Europe, Australia and Japan consider items made out of these plastics as solid waste and treat them in the identical way as leftover food from the kitchen or used office paper. </p>
<p>The incontrovertible fact that <a href="https://www.epa.gov/facts-and-figures-about-materials-waste-and-recycling/plastics-material-specific-data">only about 5% of US plastic waste is currently recycled</a>of which 9% is incinerated and 86% is disposed of in landfills, has led to calls for some responsibility to be given to plastics producers. </p>
<p><a href="https://www.ncel.net/epr/">Expanded producer responsibility laws</a>that apply to other products, equivalent to paints and electronics, require manufacturers to gather and eliminate their products or to bear a part of the prices of disposing of this waste. Studies show that when such policies are adopted, <a href="https://recyclingpartnership.org/study-of-extended-producer-responsibility-policy-across-7-jurisdictions-worldwide-shows-it-dramatically-increases-recycling-rates/">Recycling rates are increasing</a>.</p>
<p>The Biden administration&#39;s plan calls for the creation of a national prolonged producer responsibility initiative that may allow state, local and tribal governments to develop their very own approaches while providing a vision for a harmonized national system and goals for managing plastic waste. Federal support could help more jurisdictions adopt rules requiring manufacturers to take part in managing that waste. </p>

<h2>Ban on single-use plastic</h2>
<p>Bans on plastic items are a method of reducing waste generation. Most of those measures concern items which can be used once after which thrown away, equivalent to shopping bags, food packaging and plastic bottles. Such items are <a href="https://www.unep.org/interactives/beat-plastic-pollution/">probably the most common plastics</a> within the environment. </p>
<p>The U.S. plan calls for the event of strategies to “replace, reduce, and phase out the federal government’s unnecessary use and purchase of plastic products,” including an end to the acquisition of single-use plastic items by 2035. Although this measure only applies to make use of by federal agencies, the U.S. government is the <a href="https://fedbizaccess.com/do-you-know-the-largest-single-purchaser-of-goods-and-services-in-the-world/">largest single buyer of products and services worldwide</a>so this step generally is a strong signal for alternative products. </p>

<p>In early 2024, several nations involved within the treaty negotiations proposed reducing global plastics production by 40% below 2025 levels by 2040. This concept remains to be under discussion.</p>
<p>Plastics manufacturers and corporations that depend on plastic argue that a production restriction <a href="https://www.oxfordeconomics.com/resource/mapping-the-plastics-value-chain/">drive up costs</a> of all plastics. Instead <a href="https://worldplasticscouncil.org/news/world-plastics-council-reaction-to-global-plastics-agreement-negotiations-in-ottawa/">the World Plastics Council</a> call for measures to scale back the quantity of plastic waste, equivalent to using resins with a better recycled content and increasing recycling rates. </p>

<p>This is a giant change that I believe could encourage more countries to support restrictions on the production of latest plastics. Details will likely emerge as the ultimate round of negotiations, scheduled for November 2024 in Busan, South Korea, approaches. The plastics industry <a href="https://www.foxbusiness.com/markets/plastic-manufacturers-push-back-biden-administration-agrees-support-global-goal-cap-production">is firmly against limiting production</a>and Congress would wish to ratify a worldwide treaty to make its provisions binding on the United States. However, U.S. support could increase the possibilities of capping the ever-increasing flow of plastic into the worldwide economy.</p>

<p>Plastic waste is accumulating worldwide at an alarming rate. The World Bank estimates that every body on the planet produces a median <a href="https://datatopics.worldbank.org/what-a-waste/trends_in_solid_waste_management.html">0.74 kilograms of plastic waste per day</a>.</p>
<p>To stem this influx, 175 countries <a href="https://www.unep.org/inc-plastic-pollution">Negotiation of a binding international treaty</a> against plastic pollution, with a completion goal of the top of 2024. In July 2024, the Biden administration published the <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2024/07/19/fact-sheet-biden-harris-administration-releases-new-strategy-to-tackle-plastic-pollution-takes-action-to-reduce-single-use-plastics-in-federal-operations/">first US plan to resolve this problem</a>. </p>
<p>The recent U.S. strategy covers five areas: plastics production, product design, waste generation, waste management, and plastic capture and removal. It also lists actions that federal agencies and departments are currently pursuing.</p>
<p>I study <a href="https://law.wfu.edu/faculty/profile/moraths/">Environmental law</a>including <a href="https://www.cambridge.org/core/books/our-plastic-problem-and-how-to-solve-it/CAD4AF039D41B2CD6B66BF3B8DF57BF0">Efforts to cut back plastic pollution</a>. As the world&#39;s largest economy, the U.S. is a critical player on this effort. Based on my research, listed here are three proposals within the U.S. plan that I feel are essential, and one omission that I consider a significant gap.</p>

<h2>A nationwide standard for measuring microplastics</h2>
<p>Studies have found tiny plastic fragments, so-called microplastic particles, in environments similar to <a href="https://doi.org/10.1016/j.scitotenv.2023.162193">the atmosphere</a>, <a href="https://cdn.who.int/media/docs/default-source/wash-documents/microplastics-in-dw-information-sheet190822.pdf">Drinking water sources</a>, <a href="https://doi.org/10.3390/ijerph20031745">wild animals</a> And <a href="https://doi.org/10.1016/j.scitotenv.2022.159834">human food chains</a>. </p>
<p>While scientists have found that wildlife, similar to seabirds, might be harmed by eating plastic, <a href="https://apnews.com/article/microplastics-human-health-9cac65b9ac32d7ef5830360b7bde2985">Effects on human health are less clear</a>Unlike other pollutants, microplastic particles have different effects depending on their size. <a href="https://new.nsf.gov/news/microplastics-shape-determines-how-far-they-travel">their shape</a> and where they occur, similar to in food, air or water. And people might be exposed to them through <a href="https://doi.org/10.1016/j.impact.2022.100441">many various ways</a>including inhalation, ingestion and speak to.</p>
<p>There isn&#8217;t any federal standard for measuring microplastics in several media similar to water and soil, so studies lack standardized definitions, methods and reporting techniques. In 2023, California launched a <a href="https://www.kslaw.com/news-and-insights/california-becomes-first-state-to-adopt-statewide-testing-requirement-for-microplastics-in-drinking-water">Microplastics monitoring program</a>including the event of a standardized method for measuring microplastics in drinking water.</p>
<p>The Biden administration&#39;s plan calls for developing standardized methods to detect, quantify and characterize microplastics and nanoplastics, that are even smaller. This will help scientists <a href="https://www.youtube.com/watch?v=QfnDG16OGjg">generate consistent data</a> which regulators can use to set limits for microplastics in food, water and air.</p>
<h2>Extended producer responsibility</h2>
<p>All plastics contain chemicals that give them properties similar to strength, softness, color and fire resistance. A subset of those chemicals, including <a href="https://doi.org/10.3389/fendo.2022.1084236">Bisphenols and phthalates</a>have been related to adversarial health effects, including <a href="https://doi.org/10.1210/jendso/bvad163">fetal abnormalities, reproductive health problems and cancer</a>.</p>
<p>Some scientists argue that certain varieties of plastic waste with particularly harmful ingredients or properties, including PVC, polystyrene, polyurethane and polycarbonate, <a href="https://doi.org/10.1038/494169a">classified as hazardous waste</a>Currently, the United States, Europe, Australia and Japan consider items constructed from these plastics as solid waste and treat them in the identical way as leftover food from the kitchen or used office paper. </p>
<p>The incontrovertible fact that <a href="https://www.epa.gov/facts-and-figures-about-materials-waste-and-recycling/plastics-material-specific-data">only about 5% of US plastic waste is currently recycled</a>of which 9% is incinerated and 86% is disposed of in landfills, has led to calls for some responsibility to be given to plastics producers. </p>
<p><a href="https://www.ncel.net/epr/">Expanded producer responsibility laws</a>that apply to other products, similar to paints and electronics, require manufacturers to gather and eliminate their products or to bear a part of the prices of disposing of this waste. <p>Given the <a href="https://www.plasticsindustry.org/newsroom/anellotech-wins-plastics-industry-association-bioplastics-innovation-award-2/">Size and economic influence</a> Given the U.S. plastics industry, I feel it&#8217;s unlikely that the U.S. will join the High Ambition Coalition countries throughout the final round of negotiations. However, Congress could still consider national proposals, similar to <a href="https://www.congress.gov/bill/118th-congress/senate-bill/3127/text">the Plastic Pollution Free Act</a>which provides for a brief halt to permits for brand new plastics production plants in an effort to cap production.</p>

<p><em>As wars proceed in Ukraine and Gaza, one other conflict-torn place is taking steps toward implementing a historic peace agreement.  From the mid-Sixties to 2016, Colombia was characterised by conflict between the federal government, left-wing guerrilla movements and right-wing paramilitary groups.  Now the federal government and rebels are working to achieve a comprehensive agreement that addresses many critical areas, including environmental damage and cleanup.</em></p>
<p><em>Researchers from the University of Notre Dame <a href="https://scholar.google.com/citations?user=S58_jdwAAAAJ&#038;hl=en">Richard Marcantonio</a> And <a href="https://www.linkedin.com/in/josefina-echavarria-alvarez-9a07329b/">Josefina Echavarria Alvarez</a> Study of peace and conflict issues, including their impact on the environment.  They are currently advising negotiations between the Colombian government and several other rebel groups over war damage to land, water and other natural resources.  They explain that while Colombia&#39;s transition from war to peace has been difficult, the agreement provides a model for addressing the devastating consequences of war in countries comparable to Gaza and Ukraine.</em></p>
<h2>Is it common in peace agreements to handle environmental damage?</h2>
<p>Few agreements contain environmental provisions and even fewer provide for his or her implementation, although research shows that there could be many drivers of conflict <a href="https://doi.org/10.1038/s43017-022-00382-w">directly or not directly related to the environment</a>.</p>
<p>We work with a research program on the University of Notre Dame called <a href="https://peaceaccords.nd.edu">Matrix of peace agreements</a>, which monitors the implementation of comprehensive peace agreements in 34 countries worldwide.  Only ten of the agreements contain agreements on natural resource management, and these have generally not triggered major steps to guard the environment.</p>

<h2>How is the Colombia Agreement different?</h2>
<p>Colombia is taken into account that <a href="https://press.un.org/en/2021/sc14579.doc.htm">most comprehensive peace agreement</a> which has been signed up to now.  Topics starting from security to social justice to political participation are discussed intimately. </p>
<p>The agreement recognizes that a peaceful post-war society requires not only respect for human rights but in addition “the protection of the environment and nature and its nature.” <a href="https://bapp.com.co/en/final-agreement-to-end-the-armed-conflict-and-build-a-stable-and-lasting-peace/#Preamble">renewable and non-renewable resources and biodiversity</a>.” More than 20% of the commitments within the agreement are environmentally related.</p>
<p>They fall into 4 principal categories: </p>
<p>– Adaptation and response to climate change </p>
<p>– Conservation of natural resources and habitats</p>
<p>– Protect environmental health through measures comparable to access to wash water</p>
<p>– Process questions, comparable to:  B. ensuring that communities could be involved in decisions about rural programs and resource management</p>
<p>There are also gaps.  For example, many protected areas have been established <a href="https://news.mongabay.com/2023/07/peace-a-new-tool-for-reducing-deforestation-in-the-colombian-amazon/">deforested for livestock and coca cultivation</a> within the post-chord time.  And there aren&#8217;t any provisions on toxic pollution, a problem that other agreements address <a href="https://www.sciencedirect.com/science/article/pii/S2452292922000790">also neglect</a>. </p>
<p>This often results in power vacuums <a href="https://www.globalpolicyjournal.com/blog/26/06/2023/how-we-can-truly-build-back-better-ukraine">Transitions between war and peace</a>, as government agencies work to revive operations.  During these phases, natural resources and environmental health have to be protected.</p>
<p>In Sierra Leone, for instance, raw material extraction by foreign firms increased dramatically immediately after the crisis <a href="https://peaceaccords.nd.edu/accord/lome-peace-agreement">Lomé Peace Agreement</a> The civil war in that country finally led to 2002. Companies often took advantage of the shortage of governance and support in rural areas <a href="https://doi.org/10.1007/s10113-020-01731-5">illegally or dangerously mined metals</a> with none official supervision. <h2>Mercury, sewage and coal ash</h2>

<p>A second rule tightens the standards for <a href="https://www.epa.gov/eg/steam-electric-power-generating-effluent-guidelines-2024-final-rule#rule-summary">Wastewater from coal-fired power plants</a> under the Clean Water Act.  These systems use plenty of water for cooling, steam generation and industrial processes.  The wastewater they discharge into rivers, lakes and streams comprises toxic pollutants comparable to mercury and arsenic that threaten drinking water supplies and fisheries. </p>

<h2>Carbon Pollution Standards</h2>

<p>The EPA has gone to great lengths to differentiate this rule from the ill-fated Clean Power Plan and to follow the Supreme Court&#39;s direction to remain in line.  The recent rule follows a standard, proven approach to setting emissions limits based on pollution controls available to individual facilities. </p>
<p>Indeed, carbon capture and sequestration is the case <a href="https://www.power-eng.com/coal/clean-coal-technologies/scrubber-myths-and-realities/#gref">analogous to scrubbers</a> – Equipment that the EPA has needed for a long time to remove pollutants like particulate matter, sulfur dioxide and mercury from power plant smokestacks.  And the brand new rule doesn&#8217;t require utilities to modify from coal or natural gas to renewable fuels, which was what most concerned the court within the West Virginia case. </p>
<p>– Is carbon capture and sequestration ready for prime time?</p>
<p>The Clean Air Act requires that an optimal emissions reduction system “shall be.”<a href="https://policyintegrity.org/publications/detail/defining-adequately-demonstrated">sufficiently proven</a>.” Courts have interpreted this phrase to incorporate options which might be forward-looking and “technology-driving”—meaning that the standards is probably not achievable today, but information available now shows that they might be achievable in the long run.</p>
<p>The D.C. Circuit Court has repeatedly affirmed that the EPA “has the authority to hold industry to a standard of improved design and operational advances, if so required.” <a href="https://casetext.com/case/sierra-club-v-costle">substantial evidence that such improvements are feasible</a> and can provide the improved performance required to satisfy the usual.” </p>
<p>– Will the rule impact the reliability of the ability grid?</p>
<p>Too abrupt a shift to recent fuels and technologies could make it difficult for utilities to generate enough electricity to satisfy demand.  However, the EPA consulted with state and federal agencies and electric utilities and conducted an in depth evaluation that concluded that the ability plant regulation applies <a href="https://www.epa.gov/system/files/documents/2024-04/cps-111-fact-sheet-reliability2024.pdf">wouldn&#8217;t have a significant impact on reliability</a>. </p>
<p>The rule gives owners until 2032 to include carbon capture and sequestration and allows states to maintain power plants online for an extra 12 months in the event that they can reveal that shutting them down threatens grid reliability.  Other provisions give utilities additional flexibility. </p>
<p>As of April 2024, there are roughly 200 coal-fired power plants still operating within the United States, accounting for 1 / 4 of this capability <a href="https://www.eia.gov/todayinenergy/detail.php?id=54559">expected to be closed by 2029</a> for economic reasons independent of the regulations. </p>

<p>This trade reflects the expansion of large-scale retail in recent a long time, particularly large retail chains similar to Walmart, Target, Best Buy and Home Depot, which sell goods each in stores and online.  This has led to the expansion of distribution centers that fulfill these orders.  While mail order is convenient, these centers even have harmful impacts, including traffic congestion and air and water pollution. </p>
<p>I study <a href="https://csbs.uni.edu/history/directory/johnathan-williams">Environmental history</a>and I&#39;m a part of a bunch of scientists studying this <a href="https://upcolorado.com/university-of-wyoming-press/item/6529-big-box-usa">Environmental impact of wholesale markets</a> like Walmart, Target, REI and Bass Pro Shops.  Sustainability is <a href="https://nrf.com/blog/nrf-launches-center-retail-sustainability">A hot topic in retail</a>but my research for <a href="https://www.target.com/">History of Target</a> &#8211; The <a href="https://nrf.com/research-insights/top-retailers/top-100-retailers/top-100-retailers-2023-list">sixth largest retailer within the US</a> – shows how retail businesses have largely escaped the forms of environmental regulations affecting other sectors similar to manufacturing.</p>

<h2>Indirect sources of pollution</h2>
<p>Doing business on the size of Target <a href="https://nrf.com/research-insights/top-retailers/top-100-retailers/top-100-retailers-2023-list">$108 billion in sales in 2022</a>creates a giant one <a href="https://corporate.target.com/getmedia/0817b557-7676-440b-a85d-3f48954ff919/2022-Target-Annual-Report.pdf">physical footprint</a>.  The company has nearly 2,000 stores within the United States with over 240 million square feet of retail space, not including parking spaces.  Its 55 supply chain facilities provide an extra 60 million square feet.  For comparison: 1 million square feet <a href="https://upstatebusinessjournal.com/real-estate/1-million-square-feet/">barely larger than 15 football fields</a>.</p>
<p>Goal, which <a href="https://corporate.target.com/about/purpose-history/history-timeline?era=1">originated as a dry goods company</a> Founded in 1902, has been a number one voice in retail for over a century.  The company played a outstanding role within the Seventies as Congress expanded federal power <a href="https://www.epa.gov/clean-air-act-overview/evolution-clean-air-act#caa70">Regulate air pollution nationwide</a> under the Clean Air Act of 1970.  </p>

<p>This law gave the Environmental Protection Agency broad authority to discover and regulate air pollutants and set air quality standards that might protect public health. <p>From 1974 to 1977, Hite testified on behalf of major retail corporations during a series of congressional hearings, arguing that the proposed regulations were unfair and would undermine sound planning.  Hite claimed that because malls are one-stop destinations for consumers, they really reduce air pollution from consumers&#39; travel. </p>
<p>Ultimately, indirect source regulations didn&#8217;t grow to be a part of the <a href="https://escholarship.org/content/qt71q986z0/qt71q986z0.pdf?t=mv7w31">Amendments to the Clean Air Act of 1977</a>.  As a result, retail continued to expand without being restricted by major federal environmental laws. </p>

<h2>Big box boom</h2>
<p>Large discount stores similar to Kmart, Walmart and Target emerged <a href="https://www.pennpress.org/9780812224399/from-main-street-to-mall/">replaced shopping centers within the Nineteen Eighties</a> due to their low prices and convenience.  The largest chains expanded nationwide, driving many smaller local stores out of business. </p>
<p>These corporations relied on a brand new variety of warehouse: the distribution center, which used computer technology to make supply chains more efficient.  Compared to previous warehouses, distribution centers were larger and focused on the efficient transportation of products slightly than storage.</p>
<p>In the Nineteen Nineties, communities across the country began organizing to slow the expansion of huge box stores.  Most efforts focused on opposing individual stores and ignored the increasing variety of distribution centers.  There was an exception in <a href="https://www.oconomowoc-wi.gov/">Wisconsin city of Oconomowoc</a>. </p>
<p>Located on I-94 between Madison and Milwaukee, Oconomowoc is surrounded by glacial lakes.  A former vacation destination for wealthy Midwesterners, it grew right into a commuter town.  When Target announced in 1993 that it had chosen Oconomowoc as the location for a brand new million-square-foot regional distribution center, <a href="https://www.chicagotribune.com/1993/07/07/irate-neighbors-taking-aim-at-target-over-depot-venture/">The residents quickly organized themselves</a> to preserve the agricultural environment of the world.</p>

<p>The plaintiffs cited the environmental impacts of the proposed center, including potential impacts <a href="https://digitalcommons.law.lsu.edu/cgi/viewcontent.cgi?article=5664&#038;context=lalrev">Dangers for groundwater</a> and air emissions from long-haul diesel-powered trucks.  Ultimately, nevertheless, state and federal courts have jurisdiction <a href="https://law.justia.com/cases/federal/appellate-courts/F3/24/962/499418/">dismissed their complaints</a>.  The justices ruled that the Clean Air Act didn&#8217;t attribute delivery truck emissions to the distribution center and that the Clean Water Act didn&#8217;t cover a detention basin intended to gather wastewater from the middle&#39;s parking zone.</p>
<h2>Examining the environmental costs of retail</h2>
<p>Nowadays, retail supply chain infrastructure is shifting to urban areas.  Target and other retailers are facing recent opposition, including opposition from environmental rights groups who argue that these corporations&#39; operations increase traffic and <a href="https://earthjustice.org/experts/ivette-torres/warehouses-pollution-and-social-disparities">worsen air quality</a>.</p>
<p>In a 2024 report, the nonprofit organization reports <a href="https://www.edf.org/">Environmental Protection Fund</a> And <a href="https://electrifyny.org/">Electrify NY</a>a coalition working to impress transportation in New York state found that one in 4 people lived within the state <a href="https://globalcleanair.org/wp-content/blogs.dir/95/files/EDF-NY1.pdf">inside half a mile of a retail distribution center</a>, and that these facilities generated over 170,000 truck trips per day.  The report endorsed proposed state laws that might classify warehouse and distribution centers larger than 50,000 square feet as indirect sources of pollution and require them to cut back transportation-related air emissions.</p>
<p>In Southern California, the powerful <a href="https://www.aqmd.gov/nav/about">South Coast Air Quality Management District</a>which regulates regional air quality, has taken this step <a href="https://www.aqmd.gov/docs/default-source/rule-book/reg-xxiii/r2305.pdf?sfvrsn=15">Rule 2305</a>.  This regulation is the primary within the U.S. to deal with emissions brought on by trucks traveling to and from large storage facilities. </p>
<p>The regulation focuses on reducing ozone, a serious reason behind smog, and particulate matter.  Both pollutants arise from chemicals in diesel exhaust and are <a href="https://www.epa.gov/advance/health-effects-ozone-and-particulate-matter#">harmful to human health</a>. </p>
<p>Rule 2305 was adopted in 2021 and <a href="https://www.globalelr.com/2023/12/federal-court-upholds-south-coast-aqmd-warehouse-rule/">survived a court challenge</a> from freight forwarders in 2023. To be avoided <a href="https://www.nixonpeabody.com/insights/alerts/2024/01/04/hundreds-of-warehouses-receive-notices-of-violation">Fines of as much as $10,000 per day</a>Hundreds of warehouse operators must earn points in the event that they take steps from a listing of measures to cut back local air pollution. </p>
<p>Options include using low-emission or electric vehicles and installing on-site charging stations or placing air filters in local buildings.  Point targets are based on the dimensions of every facility, variety of truck trips and other aspects.</p>
<h2>Shopping carts vs. chimneys</h2>
<p>Major retailers claim they will manage the environmental impacts of their facilities without government intervention or structural changes.  Target, for instance, is promoting investments to make its facilities more energy efficient <a href="https://corporate.target.com/news-features/article/2024/04/earth-month-target-forward-2024">install solar panels in its stores and distribution centers</a>.  But Target&#39;s indirect emissions dwarf those gains. </p>
<p>For example, the corporate generated revenue in 2022 <a href="https://corporate.target.com/getmedia/e4f81467-57ab-4787-a5a7-ab6efb7dd05c/Target-2023-Sustainability-and-Governance-Report.pdf">almost 6 million tons</a> CO2 equivalent greenhouse gas emissions from transporting goods from their distribution centers to consumers.  Including emissions from suppliers shipping these goods to Target&#39;s distribution network, this figure has greater than doubled. </p>
<p>By comparison, the corporate estimated that the electricity it purchased to run its facilities in 2022 produced just over 1.5 million tons of carbon dioxide equivalents.  Using that number as a baseline, I estimate that Target&#39;s claim that very same 12 months of using 60% of its electricity from renewable resources offset emissions by about 2.25 million tons. </p>
<p>And Target is just certainly one of many retailers. <p>The goods that customers buy and the best way they buy them <a href="https://www.retaildive.com/news/retail-is-fundamentally-bad-for-the-environment-and-doing-better-isnt-eas/624555/">drastically affect the environment</a>.  In my view, the impact of the retail sector on air, water, waste generation and the Earth&#39;s climate requires answers at a national level.  Big box stores may not appear like factories spewing smoke, however the operations of their corporations impact the environment in ways which are now too big to disregard.</p>
