<p>President Joe Biden said Thursday that he had not spoken to Federal Reserve Chairman Jerome Powell “once” during his term in office.</p>

<h2>Is there a risk that some observers will see this as a political move?</h2>
<p>I&#39;m sure many individuals will interpret this as Fed Chairman Jay Powell helping the Democrats by cutting rates of interest before the election. </p>
<p>But it&#8217;s an economically motivated decision. There isn&#8217;t any evidence that it has anything to do with the election. </p>
<h2>What does history tell us about rate of interest cuts and elections?</h2>
<p>I feel most serious observers know that the Fed is independent and makes its decisions based solely on what&#8217;s best for the economy. In fact, over the past 50 years, you&#8217;ll discover only <a href="http://www.doi.org/10.1257/jep.20.4.177">a time when eyebrows were raised</a>. That was in the course of the Nixon administration. </p>
<p>Under Fed Chairman Arthur Burns, the central bank was accused of pumping money into the system and lowering rates of interest with a view to make a positive impression before the 1972 elections. But later all of it got here crashing down when the US entered a phase of double-digit inflation rates.</p>

<p>Chicago Federal Reserve Chairman Austan Goolsbee warned on Sunday against misrepresenting the inflationary impact of price increases and tariffs on businesses, aspects which have turn out to be a central theme of the economic policy platforms of the Trump and Harris campaigns.</p>
<p>Goolsbee avoided speaking directly concerning the presidential campaign because <a href="https://www.federalreserve.gov/faqs/about_12799.htm" target="_blank" rel="noopener">Fed commitment</a> careful to stay independent and politically neutral. But his comments come during an election cycle wherein voters have consistently ranked the economy and the high cost of living as their top priorities.</p>

<p>&#8220;The differences between price and cost trends can change significantly over the course of the economic cycle,&#8221; Goolsbee said on CBS&#39;s &#8220;Face the Nation.&#8221; &#8220;So I caution everyone not to jump to conclusions from a single observation about markups.&#8221;</p>
<p>Goolsbee also highlighted the inflationary impact of upper tariffs, considered one of the important thing pillars of Trump&#39;s economic plan.</p>
<p>&#8220;Tariffs raise prices,&#8221; he said. &#8220;A one-time cost increase will raise prices, but it is not a long-term inflationary issue.&#8221;</p>

<p>&#8220;A tariff is a tax on a foreign country. &#8230; It&#39;s a tax on a country that exploits us and steals our jobs, and it&#39;s a tax that doesn&#39;t affect our country,&#8221; Trump said at his rally in Pennsylvania on Saturday.</p>
<p>Goolsbee said tariffs don&#8217;t necessarily result in long-term inflation, but they do increase consumer prices within the short term by increasing producer costs.</p>
<p>&#8220;Whether you want to call it inflationary or not, it drives up costs and it drives up prices,&#8221; he said.</p>
<p>Inflation has cooled barely in recent months after reaching sky-high levels in the summertime of 2022. Last Wednesday, the annual inflation rate within the Consumer Price Index report hit its lowest level since March 2021.</p>
<p>But as Trump and Harris attempt to sell their economic policies on inflation-fearing voters, investors&#39; eyes are on the Fed. Many are hoping the central bank will cut rates of interest in September, especially amid growing fears of a recession.</p>
<p>The Fed is preparing for its annual meeting next week in Jackson Hole, Wyoming, where markets will likely be waiting for signals of a rate cut.</p>
<p>Goolsbee, who will not be currently a voting member of the Federal Open Market Committee, stressed that the Fed continues to be considering its rate of interest decision.</p>
<p>&#8220;Anything is always possible &#8211; there is a possibility of a recession,&#8221; he said. &#8220;The latest GDP growth numbers were higher than expected, so that was a bright spot, but you always have to worry about all eventualities. That&#39;s the job of the central banker.&#8221;</p>

<p>&#8220;I couldn&#39;t disagree more strongly,&#8221; Harris told reporters in Arizona, referring to the Republican presidential candidate&#39;s comments. &#8220;The Fed is an independent institution and as president I would never interfere in the Fed&#39;s decisions.&#8221;</p>
<p>With only 87 days left until the election, the Vice President also told the press that she is preparing to present an official economic policy program in the approaching days. </p>
<p>“The focus will be on the economy and what we need to do to reduce costs while strengthening the economy,” Harris said.</p>
<p>Harris&#39; comments were a stark contrast to Trump, who said this week that the president should &#8220;at least [a] to have a say&#8221; in Fed policy.</p>
<p>&#8220;I think in my case, I&#39;ve made a lot of money, I&#39;ve been very successful, and I think I have better instincts than a lot of other people who are at the Federal Reserve or chair,&#8221; Trump said Thursday during a press conference at his Mar-a-Lago resort.</p>

<p>Harris also said Saturday that she is watching the Fed&#39;s next moves on rates of interest.</p>
<p>“As we know, there has been some turbulence this week [in global markets]but it seems to have settled down and we will see what [decisions] They make decisions next,&#8221; she told reporters. Harris added that she learns of the Fed&#39;s decisions &#8220;about the same time as you.&#8221;</p>
<p>At his press conference in Florida, Trump also recalled the public disagreements he had with Fed Chairman Jerome Powell, a fellow party member, during his presidency, particularly when the board decided to raise interest rates. </p>
<p>“I argued with him over and over again,” Trump said.</p>
<p>Powell has repeatedly stressed the importance of the Fed&#39;s complete independence in order that the central bank can fulfill its mission.</p>
<p>Without political pressure, the Fed&#39;s board could make its decisions based solely on whether or not they serve the long-term interests of the U.S. economy – not on whether voters approve of them.</p>
<p>And although President Joe Biden has not sought to influence the Federal Reserve Board a technique or one other, Powell occasionally faces public pressure. </p>
<p>After last week&#39;s tumult in stock markets, many investors called on Powell to chop rates of interest more quickly before the bank begins widely expected rate cuts in September.</p>

<p>The reason for that is the impact of rate of interest policy on the strength of the US dollar.</p>
<p>The basic idea is that this: An environment of rising U.S. rates of interest relative to those of other countries is mostly “dollar positive,” says Jonathan Petersen, senior market economist and foreign exchange specialist at Capital Economics.</p>
<p>In other words, rising rates of interest make the U.S. dollar stronger against foreign exchange. Americans should purchase more things with their money abroad.</p>
<p>The opposite dynamic &#8211; falling rates of interest &#8211; tends to be &#8220;dollar negative,&#8221; says Petersen. A weaker dollar implies that Americans should purchase less abroad.</p>

<p>In June, Fed officials indicated that they expect one rate cut in 2024 and 4 more cuts in 2025.</p>
<p>“We currently expect the dollar to come under greater pressure next year,” Petersen said.</p>
<p>However, this shouldn&#8217;t be a foregone conclusion. Some financial experts imagine that the dollar&#39;s strength might be here to remain.</p>
<p>&#8220;There have been numerous headlines predicting the demise of the U.S. dollar,&#8221; said Richard Madigan, chief investment officer at JP Morgan Private Bank. <a href="https://www.jpmorgan.com/insights/investing/investment-trends/nothing-is-as-good-or-bad-as-they-say-it-is" target="_blank" rel="noopener">wrote</a> in a recent note. &#8220;I continue to believe that the dollar remains the one-eyed man in the land of the blind.&#8221;</p>

<h2 class="ArticleBody-subtitle"><a id="headline0"></a>Why the US dollar offers a “discount” abroad</h2>

<p>The Fed began aggressively raising rates of interest in March 2022 to curb high inflation through the pandemic. By July 2023, the central bank had raised rates of interest on its <a href="https://www.jpmorgan.com/insights/outlook/economic-outlook/fed-meeting-june-2024#footnote-src-1" target="_blank" rel="noopener">highest level</a> in 23 years.</p>
<p>Against this background, the strength of the dollar increased sharply.</p>
<p>The <a href="https://fred.stlouisfed.org/graph/?g=1pRCw" target="_blank" rel="noopener">Nominally broad US dollar index</a> is higher than at any time before the pandemic since not less than 2006, when the central bank began collecting such data. The index measures the appreciation of the dollar against the currencies of the country&#39;s major trading partners, akin to the euro, Canadian dollar and Japanese yen.</p>

<p>For example, in July 2022, the U.S. dollar reached parity with the euro for the primary time in 20 years, meaning they&#8217;d a 1:1 exchange rate. (The euro has since recovered somewhat.)</p>
<p>At the start of July, the US dollar reached its <a href="https://www.reuters.com/markets/currencies/dollar-defensive-amid-lower-yields-yen-hovers-near-38-year-trough-2024-07-03/" target="_blank" rel="noopener">strongest level</a> against the yen in 38 years.</p>
<p>A powerful U.S. dollar results in “a discount on any purchases you make abroad,” Petersen said.</p>
<p>“In some ways, it has never been cheaper to travel to Japan,” he added.</p>

<p>A record variety of Americans <a href="https://www.japan.travel/en/us/press-release/japan-records-more-than-3-million-visitors-for-the-second-consecutive-month/" target="_blank" rel="noopener">visited Japan</a> in April, in response to the Asian country&#39;s tourism office. Benjamin Atwater, communications specialist at travel agency InsideAsia Tours, attributes this partly to the financial incentive offered by the strong dollar.</p>
<p>In fact, he personally recently prolonged a business trip to Japan by per week and a half – reasonably than choosing a visit to a different a part of Asia – mainly due to the more favorable exchange rate.</p>
<p>Everything from the meals to the hotels and souvenirs to the rental automobile was &#8220;a great value,&#8221; said Atwater, who lives in Denver and has long desired to travel to Japan.</p>

<p>The difference between US interest rates and those of other countries is crucial, economists said. The Fed&#39;s policy does not exist in a vacuum: other central banks are also making interest rate decisions at the same time.</p>
<p>For example, the European Central Bank cut interest rates in June. At the same time, the Fed kept interest rates high for longer than many forecasters had expected. This means that the interest rate differential between the US and Europe has widened, which is benefiting the dollar.</p>
<p>&#8220;The Fed is waiting, other central banks are preparing to ease monetary policy, and the Bank of Japan (BoJ) appears to be at an impasse,&#8221; wrote JP Morgan&#39;s Madigan.</p>

<p>&#8220;If Japan wants the yen to stabilize, it will have to raise interest rates,&#8221; he added. &#8220;But that doesn&#39;t seem likely to happen any time soon. With the ECB expected to cut rates before the Fed, I expect the euro&#39;s current weakness to continue.&#8221;</p>
<p>This is happening against the backdrop of a relatively strong U.S. economy, which generally supports a strong dollar, Petersen said. At high levels, a strong economy generally means higher economic growth and/or higher inflation, which in turn means a greater likelihood that the Fed will keep interest rates relatively high, he said.</p>
<p>A strong economy also usually provides an incentive for foreigners to park more money in the United States, he said.</p>
<p>For example, when interest rates are high, investors generally get a better return on cash. If an investor in Europe or Asia was getting perhaps 1 or 2 percent return on bank deposits, while such deposits in the U.S. were yielding 5 percent, that investor might move some of his money to the U.S., Petersen says.</p>

<p>Or an investor may want to invest a larger portion of his portfolio in U.S. stocks rather than European stocks if the economic outlook in Europe is not good, he said.</p>

<p>Ann Danielson expects a gradual stream of tourists to her alpaca ranch southeast of Longmont this summer. The ranch is certainly one of about 120 small businesses in Colorado that open their property overnight to RV campers and get slightly business in return.</p>
<p>This will probably be the third summer that Danielson, co-owner of <a href="https://www.anniesalpacaranch.com/" target="_blank" rel="noopener">Annie&#39;s Alpaca Ranch</a>participated in this system by <a href="https://www.harvesthosts.com/" target="_blank" rel="noopener">Harvesters,</a> a Colorado-based company that partners with businesses across the country and lists greater than 5,000 locations as possible stops. Campers pay Harvest Hosts an annual membership fee and pledge to buy something or contribute in some solution to the wineries, breweries, farms, roadside attractions and other places that accommodate travelers.</p>
<p>Danielson sells alpaca fiber products in a small shop next to her house on the ranch.</p>

<p>&#8220;My freshman year, I didn&#39;t have that many people. Last year, I had a lot, and this year, I&#39;m going to have a lot again,&#8221; Danielson said. &#8220;If I wanted to, I could probably have someone almost every day.&#8221;</p>
<p>Danielson uses an app to let people know when she&#39;s ready to just accept campers and to be in contact with guests about their arrival time, the sort of vehicle they&#39;re driving and data about themselves.</p>
<p>Harvest Hosts has grown as more people travel. RV travel has turn into increasingly popular through the COVID-19 pandemic, when many avoided air travel and hotel stays. More than 11 million households own RVs, up 62% from 2001, in response to the <a href="https://www.rvia.org/" target="_blank" rel="noopener">RV Industry Association</a> Website.</p>

According to the RV Industry Association, the typical age of a first-time buyer has dropped from 41 in 2020 to 32 in 2022.</p>
<p>Harvest Hosts owner Joel Holland is certainly one of the younger generation to embrace RV living. The 39-year-old left the Washington, DC area together with his wife when he was 30 and traveled the country in an RV for 2 years.</p>
<p>&#8220;I had built a video engineering company and was completely burned out. I was fed up with office work, concrete jungles and the constant traffic on the way to work,&#8221; Holland said. &#8220;My wife and I didn&#39;t have any kids yet. We spontaneously bought an RV and just hit the road. The idea was, &#39;Let&#39;s just do the great American road trip until we get tired of it.&#39;&#8221;</p>
<p>The couple loved the &#8220;proverbial wind in your hair, the freedom of the open road,&#8221; but didn&#39;t all the time just like the campgrounds. &#8220;You park five feet away from another RV. The campgrounds are nothing special,&#8221; Holland said.</p>
<p>Other campers told Holland about Harvest Hosts, then a small family-owned business in Arizona. After settling in Vail, Holland offered to purchase the corporate. He invested heavily in technology to expand the network of locations from around 600 to several thousand. The majority of his 20 employees work in Colorado.</p>
<p>Annual memberships for campers range from $84 to $143. The higher tiers offer access to more locations. Hosts pay nothing. The company said it conducts background checks on hosts.</p>
<p>Campers will not be charged any fees, but are encouraged to go to hosts&#39; shops, restaurants or wineries. Holland says the overnight guests usher in a median of $13,000 in additional revenue for the companies every year.</p>
<h4>Treat it like your grandmother&#39;s property</h4>
<p>One of Harvest Hosts&#39; codes of conduct is to treat the web sites &#8220;as if they were your grandmother&#39;s property,&#8221; Holland said.</p>
<p>&#8220;And second, support the business you&#39;re visiting,&#8221; Holland said. &#8220;These places let you stay for free. Otherwise, you&#39;d be paying quite a bit of money.&#8221;</p>
<p>Harvest Hosts checks in with businesses to see how things are going. Valley View Christian Church in Douglas County has had a positive experience, said Pastor Phillip Holland.</p>
<p>&#8220;Harvest Hosts approached us a few years ago looking for a site. It looked like it could benefit our community and travelers,&#8221; Holland said. &#8220;It&#39;s not easy to reserve sites for RVs and trailers, and it&#39;s incredibly expensive.&#8221;</p>
<p>Residents of the property, which lies south of Highlands Ranch, continuously donate to the church, and in the event that they are there on a Sunday morning, they sometimes attend services.</p>
<p>&#8220;We&#39;re very fortunate to have the land and facility that we have available,&#8221; Holland said. &#8220;It doesn&#39;t benefit us financially, but it increases awareness of our ministry and that&#39;s a great thing to me.&#8221;</p>
<p>Campers will need to have self-sufficient vehicles. Hosts don&#8217;t provide hookups or other services. Stays are for overnight stays only.</p>
<p>A blog by <a href="https://www.cruiseamerica.com/trip-inspiration/harvest-host" target="_blank" rel="noopener">Cruise America,</a> The company, which rents and sells RVs, said a membership with Harvest Hosts can quickly pay for itself, considering campgrounds typically charge $30 and up per night. There are quite a lot of locations &#8220;away from the hustle and bustle of traditional campgrounds.&#8221;</p>
<p>However, the blog points out that campers cannot show up at a Harvest Hosts site unannounced. And campground surfaces can vary: from concrete to asphalt to gravel, dirt or grass.</p>
<p>The grounds of Annie&#39;s Alpaca Ranch are a combination of gravel and grass near Danielson&#39;s house and the animals&#39; enclosures. She lets people know that her driveway isn&#39;t large enough for a number of the larger trucks.</p>

<p>Many of Danielson&#39;s guests enjoy mingling with the alpacas. Some feed the animals grain pellets that she lays out. The alpacas know that when a van or RV drives by, it means they get treats.</p>
<p>Danielson grew up on a cattle ranch north of Ames, Iowa. She moved to the Denver area to work for an accounting firm that closed in 2000. After visiting an alpaca farm and learning more about them, Danielson said she became &#8220;fascinated by the animals.&#8221;</p>

<p>Danielson bought her first alpaca, which is smaller than a llama, in the summertime of 2004 and purchased the property near Longmont in December of that 12 months. The herd has grown to 21 alpacas and two llamas, which fend off predators.
