<p>Anthem Blue Cross Blue Shield said Thursday it might not make a policy change that may limit reimbursement for anesthesia in surgeries and medical procedures. The latest policy would have reimbursed doctors based on timelines set by the insurer.</p>
<p>Anthem BCBS, one in all the most important health insurers within the US, quietly announced the brand new reimbursement policy for last month <a href="https://providernews.anthem.com/connecticut/articles/anesthesia-billed-time-units-commercial-22477" target="_blank">Connecticut</a>, <a href="https://providernews.anthem.com/new-york/articles/anesthesia-billed-time-units-commercial-22477" target="_blank">latest York</a> And <a href="https://providernews.anthem.com/missouri/articles/anesthesia-billed-time-units-commercial-22477" target="_blank">Missouri</a> from February. <p>In an announcement to NBC News:<strong> </strong>An Anthem BCBS spokesperson said:<strong> </strong>“There has been significant widespread misinformation regarding an update to our anesthesia policy. For this reason, we have decided not to move forward with this policy change.” </p>
<p>The spokesperson added: “To be clear, it has never been and will never be Anthem Blue Cross Blue Shield’s policy not to pay for medically necessary anesthesia services. The proposed update to the guideline only served to clarify the appropriateness of anesthesia in accordance with well-established clinical guidelines.”</p>
<p>Before the reversal, New York and Connecticut had intervened to forestall the plan from being implemented.</p>
<p>On Thursday, New York Gov. Kathy Hochul took credit for pushing for the reversal. <a href="https://x.com/GovKathyHochul/status/1864495315362926753" target="_blank">Hochul had expressed her outrage at X</a> on Wednesday.</p>
<p>“Last night I expressed outrage at a plan by Anthem to withdraw coverage from New Yorkers who were under anesthesia for surgery,” Hochul said in an announcement Thursday. “We pushed Anthem to reverse course, and today they will announce a complete reversal of this misguided policy.”</p>
<p>On Thursday, Connecticut Comptroller Sean Scanlon said <a href="https://x.com/CTComptroller/status/1864711481796788270" target="_blank">Posted on X</a> that the policy would now not be in effect within the state.</p>
<p>“After hearing about this policy from people across the state, my office reached out to Anthem and I am pleased to announce that this policy will no longer be in effect here in Connecticut,” Scanlon wrote.</p>
<p>There will likely be no set deadline for anesthesia during a surgery or procedure. Anesthesia is run for so long as the procedure lasts &#8211; a choice made by the treating physician, not the anesthesiologist.</p>
<p>“The problem here is that the time and duration of the operation is a function of the surgeon, not the anesthesiologist. “The anesthesiologist is actually at the mercy of the surgeon, no matter how long it takes him to perform the operation well,” he told Dr. Dhivya Srinivasa, founder and chief surgeon of the Institute for Advanced Breast Reconstruction in Los Angeles.</p>
<p>“In my field, I am a breast cancer reconstructive surgeon. There is a wide range of how long it will take depending on the complexity,” Srinivasa said.</p>
<p>On Wednesday afternoon, Anthem&#39;s BCBS spokesperson said the choice was made to &#8220;protect against potential overbilling by anesthesia providers&#8221; as a part of the corporate&#39;s &#8220;ongoing efforts to improve the affordability and accessibility of care.&#8221;</p>
<p>The insurance company would use “CMS physical labor time values ​​to determine the appropriate number of minutes” for procedures, the spokesman said, referring to the Centers for Medicare and Medicaid Services.</p>
<p>Dr. Donald Arnold, president of the American Society of Anesthesiologists, sharply questioned how the insurer set the deadlines.</p>
<p>“No, it’s not part of Medicare or Medicaid,” he said. “No one else has a system like this.”</p>

<p><strong>The recent change to Nigeria&#39;s national anthem was rushed through parliament. What does this say about Nigerian politics?</strong></p>
<p>While nearly all of Nigerians are busy attempting to make ends meet financially, their representatives in Abuja have given priority to changing the national anthem with none public consultation (participation). </p>
<p>The bill passed its first and second readings within the Senate on May 23, was passed on May 28, and was signed by the President the following day.</p>
<p>In the House of Representatives, the bill <a href="https://www.premiumtimesng.com/news/696922-reps-pass-bill-to-revert-to-old-national-anthem.html">passed</a> the primary, second and third reading on the identical day. </p>

<p>Divide and rule is a widely known feature of Nigerian politics. The political elites have perfected the art of dividing the people. <a href="https://www.tandfonline.com/doi/full/10.1080/21528586.2023.2233462">ethnic, religious and regional boundaries</a>. </p>
<p>But this is only one tactic throughout the broader strategy of “distract and rule.” The goal of this strategy is to divert people’s attention from serious government problems that affect their lives and focus it as a substitute on trivial issues. </p>
<p>The key point is to keep up a <a href="https://link.springer.com/chapter/10.1007/978-981-16-6058-0_13">“Democracy” without participation or representation of the people</a>. </p>
<p><strong>Was this diversionary strategy effective?</strong></p>
<p>Public opinion was <a href="https://punchng.com/mixed-reactions-as-fg-returns-to-old-national-anthem/">divided</a> to reinstate the old anthem. Some Nigerians, especially the older generation who&#8217;re acquainted with the old (now latest) anthem and supporters of the ruling party have welcomed the move. </p>
<p>Others are <a href="https://twitter.com/Oluwasesan1900/status/1795852174682890664">indifferent</a> to alter the anthem because they feel that it&#8217;s their <a href="https://www.researchgate.net/publication/366713981_SOCIO-ECONOMIC_PROBLEMS_IN_NIGERIA_CAUSES_AND_REMEDY">socioeconomic</a> And <a href="https://www.premiumtimesng.com/opinion/668211-nigerias-security-challenges-a-troubling-failure-of-governance-by-adamu-rabiu.html?tztc=1">Security</a> realities. </p>
<p>The socio-economic realities prompted the Nigerian Labour Congress and its affiliated unions to call an indefinite strike on June 3, 2024, to demand a living minimum wage. The strike <a href="https://www.reuters.com/world/africa/nigerian-unions-shut-down-power-grid-start-strike-over-minimum-wage-2024-06-03/">switch off</a> the economy as the facility grid, airports and other critical sectors were shut down. </p>
<p>Although the strike was suspended on the second day for renewed negotiations with the federal government, this again diverted attention from the national anthem.</p>

<p><strong>How has Tinubu’s government fared to date?</strong></p>
<p>At his inauguration on 29 May 2023, President Tinubu delivered a <a href="https://www.cnn.com/2023/05/29/africa/bola-tinubu-inauguration-nigeria-intl/index.html">News</a> of hope amid rising inflation, growing public debt, pervasive uncertainty, a legitimately contested election and a deeply polarized political society. </p>
<p>He also announced the abolition of oil subsidies, but he had no plan for the results. </p>
<p>The price of non-subsidized gasoline rose from 145 naira (0.324 US dollars) per liter in May to <a href="https://www.reuters.com/world/africa/nigeria-petrol-prices-soar-record-high-after-subsidy-removal-2023-07-18/#:%7E:text=ABUJA%2C%20July%2018%20(Reuters),costly%20fuel%20subsidy%20in%20May.">617 Naira</a> (US$0.7802) in July 2023. The cost of living has skyrocketed. </p>

But Nigeria reportedly spent <a href="https://www.premiumtimesng.com/news/headlines/701270-despite-tinubus-pronouncement-nigerian-govt-spent-n3-6-trillion-on-subsidy-in-2023.html#:%7E:text=subsidy%20in%202023-,Despite%20Tinubu's%20pronouncement%2C%20Nigerian%20govt%20spent%20N3.6,trillion%20on%20subsidy%20in%202023&#038;text=Despite%20petrol%20subsidy%20removal%2C%20the,by%20the%20end%20of%202024.">3.6 trillion naira (2.4 billion US dollars)</a> for funding in 2023. </p>
<p>To counteract the shortage of foreign currency, the federal government also allowed the free circulation of the Naira. The value of the currency fell by <a href="https://dailypost.ng/2023/06/15/naira-drops-against-dollar-after-cbn-grants-banks-freedom-to-trade-forex/">40.78%</a> from 471.67 Naira to 664.04 Naira against the Dollar in June 2023. </p>

<p>Nigeria, once Africa’s largest economy, is threatened by the <a href="https://africa.businessinsider.com/local/markets/nigerias-economic-ranking-drops-to-fourth-in-africa/fsn3swv">fourth place</a> in 2024. </p>
<p>Economic policy has exacerbated inflation, which rose from 22.22% to <a href="https://www.premiumtimesng.com/news/headlines/686198-updated-nigeria-inflation-rate-up-33-69.html">33.69%</a> between April 2023 and April 2024.</p>

<p>Analysis by the <a href="https://acleddata.com/">Data project on places and events of armed conflict</a> shows that Nigeria <a href="https://www.premiumtimesng.com/news/698217-updated-4500-nigerians-killed-7000-kidnapped-in-tinubus-first-year-as-president.html">recorded</a> 4,556 deaths and seven,086 kidnappings between May 29, 2023 and May 22, 2024, in comparison with 2,606 deaths and three,523 kidnappings within the previous 12 months. </p>
<p>These are the actual challenges facing the country and so they highlight the many failures of Tinubu’s tenure.</p>

<p>This week American rapper Macklemore released a brand new track: <a href="https://www.youtube.com/watch?v=fgDQyFeBBIo">Hinds Hall</a>which has attracted considerable attention because of its explicitly political nature. </p>
<p>The title is uncompromisingly pro-Palestine.  It expresses the artist&#39;s solidarity with the coed protesters occupying campuses <a href="https://edition.cnn.com/2024/05/03/world/pro-palestinian-university-protests-worldwide-intl-hnk/index.html">across the globe</a> The International Court of Justice has made a call in response to the continued conflict in Gaza <a href="https://www.aljazeera.com/news/2024/4/5/un-rights-body-demands-israel-be-held-accountable-for-possible-war-crimes#">has said</a> could possibly be plausible <a href="https://www.npr.org/2024/01/26/1227078791/icj-israel-genocide-gaza-palestinians-south-africa">be a genocide</a>.</p>

<p>This recent title goes beyond the politics of previous works and takes an uncompromising stance on Palestine. Earlier examples include The Specials&#39; song <a href="https://www.youtube.com/watch?v=AgcTvoWjZJU">Nelson Mandela</a> Billie Holiday&#39;s protests against apartheid <a href="https://www.youtube.com/watch?v=649wWWkW_1o">Strange fruit</a> Comments on violent racism within the United States and <a href="https://www.cfr.org/blog/twenty-best-vietnam-protest-songs">quite a few iconic songs</a> from the anti-Vietnam War movement. </p>

<p>The entire hip-hop genre relies on social commentary and protest &#8211; often against race and social conditions &#8211; and is due to this fact a fitting vehicle for Hind&#39;s Hall. </p>
<p>Even political parties are aware of music&#39;s potential to convey messages, which is why they too often use music to fuel their campaigns.  The song <a href="https://www.youtube.com/watch?v=v4eP6DxvcTk">It&#39;s time</a> from the 1972 Gough Whitlam <a href="https://en.wikipedia.org/wiki/It%27s_Time_(Australian_campaign)">campaign</a> was used to encourage feelings of hope amongst voters through music, lyrics and the participation of well-known Australian musicians similar to Little Pattie. </p>
<p>However, things don&#39;t at all times go in accordance with plan.  Artists have defended themselves against their songs getting used by politicians <a href="https://www.theguardian.com/music/2022/nov/07/conservative-party-conference-music-friendly-fires-dream-fatboy-slim-dandy-warhols">I don&#8217;t agree</a>. </p>
<p>There have also been cases of politicians using songs whose message didn&#8217;t match their very own.  For example, Bruce Springsteen&#39;s &#8220;Born in the USA&#8221; has been used several times by politicians as a pro-US anthem <a href="https://www.vice.com/en/article/pkyjvn/misunderstood-bruce-springsteens-born-in-the-usa-trump">missed his criticism</a> of the country. </p>
<p>This raises a very important point.  An artist may try his best to convey a political point in a song, but he can never guarantee that the audience will understand him the best way he wants.</p>
<h2>Why music?</h2>
<p>Can a song like Hind&#39;s Hall really get the general public involved in a problem?  The connection between political songs and folks taking political motion is of <a href="https://onlinelibrary.wiley.com/doi/full/10.1111/1477-7053.00007">under no circumstances clear</a>.  The clearest results of protest songs is commonly that they strengthen bonds between individuals who already agree on a problem, somewhat than changing their position.</p>

<p>Meanwhile, media coverage on the bottom in Gaza is very politicized.  Journalists <a href="https://www.aljazeera.com/news/2024/5/3/what-is-the-state-of-press-freedom-in-the-world-today">themselves were targeted</a> and Israel recently moved there <a href="https://www.bbc.com/news/world-middle-east-68961753">switch off</a> Al Jazeera&#39;s activities within the country. </p>
<p>With this in mind, we are able to see how vital it&#8217;s for Hind&#39;s Hall to offer media space for the people under siege and the protesters who support them.  Millions of people that may not have known who Hind Rajab was will now remember her name.</p>
<h2>What happens next?</h2>
<p>There is a danger in giving an excessive amount of weight to the potential of a single song (irrespective of how powerful) by a widely known musician.  That is, it could simply be used to generate attention and powerful reactions in favor of clicks.</p>
<p>What matters is what happens next.  Will Macklemore&#39;s song stop the US government and its allies (including Australia) from funding the war on Gaza?  Probably not.  Will it encourage more people to get entangled in campaigns and protests?  Perhaps.  Will it help maintain the motivation of people who find themselves already taking motion?  More likely. </p>
<p>What it is going to undoubtedly do is provide a central point for people to debate tips on how to resist the killing of individuals <a href="https://time.com/6909636/gaza-death-toll/">Tens of 1000&#8217;s</a> of the people and fueling a bigger regional war.  It may also add to the increasing domestic and international pressure the U.S. government is already facing <a href="https://www.aljazeera.com/news/2024/5/8/pentagon-chief-confirms-us-pause-on-weapons-shipment-to-israel">forced to reply it</a>for instance by suspending arms deliveries.</p>
<p>It could also encourage more artists to speak in regards to the topic.  As Macklemore notes within the song, “the music industry is silent and complicit in its platform of silence.”  Many artists are <a href="https://www.billboard.com/music/music-news/rihanna-peace-freepalestine-tweet-6157678/">undoubtedly afraid</a> to comment on such topics.</p>

<p>Still, as Macklemore has shown, artists&#39; voices have weight.  In dark and difficult times, using them could make a difference.</p>
