SAN JOSE – Nearly five months after Santa Clara County announced its plans to buy Regional Medical Center within the wake of HCA Healthcare's decision to downgrade the trauma center, an agreement has been reached on the sale.

The county will take over operations of the 258-bed East San Jose hospital on April 1, making it the fourth hospital within the Santa Clara Valley Healthcare System — the second-largest county-owned health and hospital system within the state.

The purchase caps a virtually year-long saga that sent shockwaves across the East Side as residents frightened in regards to the lack of a trauma center nearby and county officials raised concerns in regards to the potential strain on the local health care system.

Santa Clara County is buying the hospital for $150 million, lower than the $175 million price previously announced in August.

“In the long term, this is a real strategic move for the county,” County Manager James Williams told The Mercury News. “This is a huge win for the community. This will help ensure stability and access to integrated care for the entire eastern portion of Santa Clara County, and that provides stability throughout the Santa Clara Valley healthcare system.”

HCA (Hospital Corporation of America) originally intended to completely close the Regional Medical Center's trauma center and discontinue certain services for cardiac arrest and stroke patients. But in July, the Tennessee-based healthcare giant announced it will as an alternative downgrade from a Level II facility to a Level III facility and retain a few of those life-saving services. The changes got here into effect on August 12, 2024.

But county leaders and native medical experts said that wasn't enough. There aren’t any other Level II trauma centers in Santa Clara County, and the downgrade to Level III resulted within the hospital now not having certain specialties – similar to neurosurgery – on call. The nearest Level I trauma centers are Valley Medical Center, eight miles away, and Stanford Health Care, greater than 20 miles away.

In an announcement, the president of HCA Healthcare's Far West division said
Jackie Van Blaricum said, “Our dedicated nursing staff will be instrumental in ensuring that Regional Medical Center makes a smooth transition to the Santa Clara Valley Health System.” HCA Healthcare stays a powerful community partner of Good Samaritan Hospital and we sit up for continuing to offer the high-quality Providing health care Santa Clara County deserves.”

Williams said the county's first priority is to revive Regional Medical Center's designation as a Level II trauma center, which he said will occur the day the sale closes and the county takes over. He expects cardiac arrest and stroke services to resume soon.

Williams said the county continues to be planning to revive labor and delivery services that were closed on the hospital in 2020, but there was no timeline for when that might occur.

“There will be no disruption to services,” Williams said of the ownership change. “The hospital itself will go from HCA operations to county operations literally overnight. There will be no disruption or closure of the hospital itself.”

Recently elected Superintendent Betty Duong, whose district includes the Regional Medical Center, said in an announcement that “the dismantling of health care services at RMC East has hit San Jose hard.”

“The county’s purchase and rescue of the Regional Medical Center, located in the heart of one of the most marginalized and historically disadvantaged areas of our county, is critical to restoring critical access to health care,” she said.

The European Union's blockbuster trade take care of South America's Mercosur bloc is widely seen as highly controversial, with EU member states divided over terms and plenty of fearing one other flashpoint for farmers.

After 25 years of talks, the EU and five South American countries – Brazil, Argentina, Uruguay, Paraguay and, more recently, Bolivia – signed an agreement Landmark Trade agreement on December sixth, laying the inspiration for considered one of the most important free trade zones on the planet.

The transatlantic partnership is appreciated It is anticipated to cover an area of greater than 700 million people and account for around 20% of worldwide gross domestic product.

The deal, which goals to ease trade between the 2 blocs by cutting tariffs on a variety of products, now requires the approval of the EU Parliament and a professional majority of 15 member states.

Analysts expect a rocky ratification process as farmers and a few EU member states warn it could lead on to unfair competition for European agriculture.

France, the second largest economy within the Eurozone, is vehemently against itwhile countries reminiscent of Poland, Italy, Austria and the Netherlands have all expressed reservations.

Germany, which strongly supports a deal, is amongst a bloc of 10 other member states calling on European Commission President Ursula von der Leyen to quickly ratify the ultimate terms.

“I think the first thing we need to do is be cautious given the fact that we've been here before,” Mariano Machado, chief Americas analyst at Verisk Maplecroft, told CNBC via video call.

First of all, the EU and Mercosur bloc signed a draft trade agreement in June 2019, only to have progress stalled until earlier this month attributable to a litany of political and environmental issues. These headwinds included an expected increase in pesticide use and the prospect of further biodiversity loss, concerns about deforestation rates within the Amazon, and human rights concerns regarding indigenous groups.

Machado said France's tacit opposition to the agreement over the past nearly six years had evolved into “proactive attempts to simply throw out the agreement.”

In this context, Machado said that von der Leyen had won a monumental victory for the EU by fighting “through the cracks” of political unrest in France and making it “increasingly difficult” for Paris to commit to the agreement oppose.

“It is much more expensive to push back on a piece of paper than on an idea,” Machado said, adding that it was unlikely France would give you the chance to successfully lead a blocking minority.

A spokesman for the French Foreign Ministry didn’t reply to a request for comment.

Food and Agriculture

Some governments in Europe are believed to be opposing the EU-Mercosur trade deal because they fear the partnership could boost support for domestic far-right political parties ahead of elections in 2025.

“The capitals that oppose the deal are trying to form a coalition that could prevent the council from reaching the required qualified majority,” he said. said Alberto Rizzi, policy fellow on the European Council on Foreign Relations, a think tank.

“A blockade would cause enormous economic and political damage to the EU, at a time when it can ill afford it,” he continued. “European governments cannot pass this test of unity and strength to appease opponents such as European farmers and potential far-right voters.”

Food and agricultural products make up the majority of EU imports from Brazil, Argentina and other Mercosur countries, in response to analysts at Dutch bank ING treasure The total import value of this stuff was 23 billion euros (US$24.13 billion) in 2023.

In a research note published earlier this month, ING analysts said the deal was expected to spice up trade growth between the 2 regions, citing a mixture of larger import quotas and lower or eliminated tariffs on products reminiscent of beef, poultry, sugar beets and soybeans.

This is sowing resentment amongst EU farmers, especially because their counterparts in Mercosur can operate at lower costs.

For example, on December 12, farmers in southwestern France built a wall of 578 bales of hay during an illustration on the road to Auch-Toulouse, with each bale intended to represent French MPs within the country's 577-seat parliament, an extra bale for France's President Emmanuel, in response to media reports Macron.

The obstruction was in protest against the EU-Mercosur trade deal and other domestic political issues.

Environmental activists have also raised the alarm about the opportunity of increased trade in agricultural products, citing the prospect of an influx of EU food imports in return for more EU exports of cars, plastics and pesticides.

“No greenwashed appendices can fix this inherently bad deal,” said Laura Restrepo Alameda of Climate Action Network Latin America. said on December sixth.

“It aims to promote trade in products that lead to deforestation, land grabbing, massive pesticide use, carbon emissions and human rights abuses,” she added.

In response to a CNBC request for comment, EU Commission spokesman Olof Gill said the EU's approach to the deal “is an example of how trade agreements can effectively advance global climate efforts by combining economic cooperation with environmental responsibility.”

Gill cited the inclusion of the most recent trade and sustainability standards and the inclusion of the landmark Paris Agreement as a “key element” of the agreement.

“This will allow the EU to suspend the agreement if Paris Agreement standards are not met, strengthening the role of trade agreements in supporting climate goals,” Gill told CNBC by email.

The biggest winners?

Analysts told CNBC earlier this month that lithium's strategic importance likely played a significant role within the trade deal, while a cut in auto tariffs was also touted as a much-needed boost for Europe's struggling auto industry.

Lithium, sometimes known as “white gold” attributable to its shiny color and high market value, is considered as a vital a part of the worldwide transition away from fossil fuels.

Mercosur countries reminiscent of Argentina, Bolivia and Brazil have large reserves of lithium, while EU demand for this essential raw material is anticipated to extend significantly.

Elizabeth Johnson, head of Brazil research at economic consultancy TS Lombard, said Brazil was likely considered one of the deal's biggest winners.

“The country already accounts for around 80% of all Mercosur exports to the EU, and the bloc is currently Brazil’s second-largest trading partner,” Johnson said in a research note published on December 11.

“Brazilian policymakers hope that the agreement will help expand Brazil's export base with new products and strengthen European investment in Brazil, particularly in the area of energy transition,” she added.

Merck CEO Rob Davis said early last 12 months that the corporate was in search of GLP-1 treatments with advantages beyond weight reduction.

“I feel everyone recognizes that weight management is difficult to reimburse.
UNC officials agree with Belichick's hiring and “the ball is in Belichick's court,” ESPN reported Wednesday afternoon.

The university is attempting to finalize the deal and expects a resolution soon, but some issues still must be clarified. Belichick's salary, a possible role for his son Steve Belichick and the extent of commitment resources the varsity has for NIL deals and hiring are among the many issues that remain.

Inside Carolina reported this on Wednesday UNC and Belichick “made” a deal. This was reported by local station WTVD The UNC Board of Trustees called an emergency meeting Wednesday to debate Belichick's deal. The board of trustees must approve the deal before it could actually be officially announced.

The Guardian reported this on Tuesday that Belichick has agreed to a cope with UNC. It was also reported that Bill Belichick was pushing for a guarantee from the varsity that Steve Belichick can be named “coach in waiting.”

UNC, the alma mater of Patriots quarterback Drake Maye, released Mack Brown last month. Maye told WEEI that he hates how Brown's situation turned out, but added that he believes Belichick will help this system.

Last season was Belichick's first time away from coaching within the NFL since 1975.

The 72-year-old Belichick is one of the vital successful NFL head coaches of all time, if not probably the most successful. He is second on the NFL's all-time wins list. The six Super Bowls the Patriots have won under Belichick are tied with Pittsburgh for probably the most by a single franchise. He is a three-time AP NFL Coach of the Year winner.

Belichick and the Patriots parted ways last January, a move that team owner Robert Kraft recently described as a firing. The Patriots went 29-38 in Belichick's last 4 seasons on the helm and were 4-13 in Belichick's final season.

Since leaving New England, Belichick has taken on several media roles, including appearances on ESPN and the “Coach with Bill Belichick” podcast.

What type of college coach would Belichick be?

Belichick doesn’t have head coaching experience at the school level. At the age of 23, he jumped straight into the NFL as an assistant with the Baltimore Colts.

During a recent appearance on “The Pat McAfee Show,” Belichick discussed his vision for a school program under his leadership. It can be a college-to-NFL pipeline aimed toward player development and preparation for the subsequent level, he said.

“I am very confident that I have the contacts in the National Football League to pave the way for players to have the opportunity to compete in the National Football League,” Belichick said. “I don’t know whether they’re good enough or not, but they would be willing to do it. I have no doubt about that.”

“Our partnership with OpenAI will help us advance the future of magazine content,” Debi Chirichella, president of Hearst Magazines, said in a press release.

As a part of the agreement, Hearst content in ChatGPT will include appropriate citations and link users to original Hearst sources, the media company said within the announcement. Heart's non-magazine and newspaper businesses won’t be included within the partnership.

The deal is the most recent trend wherein media firms are forging content partnerships with AI startups.

OpenAI announced the same partnership in August with Condé Nast, which owns media brands reminiscent of Vogue, The New Yorker, GQ, Vanity Fair and Wired.

After greater than a month of plagiarism allegations, Perplexity AI launched a revenue share model for publishers in July. Media firms and content platforms reminiscent of Fortune, Time, Entrepreneur, The Texas Tribune, Der Spiegel and WordPress.com were the primary to hitch Perplexity AI's Publishers Program.

OpenAI and Time announced a “multi-year content deal” in June that may give OpenAI access to current and archived articles spanning greater than 100 years of the magazine’s history. OpenAI will have the ability to display Time's content in its ChatGPT chatbot in response to user questions the magazineand use Time's content “to improve its products” or probably to coach its AI models.

In May, OpenAI announced a partnership with News Corp. known, which enables OpenAI to access current and archived articles from the Wall Street Journal, MarketWatch, Barron's, the New York Post and other publications. Reddit also announced a cope with OpenAI in May, allowing the ChatGPT maker to coach its AI models on the social media company's content.

Other news publications and media firms are aggressively attempting to protect their businesses as AI-generated content becomes more common.

The Center for Investigative Reporting, the nation's oldest nonprofit newsroom, sued OpenAI and its predominant backer Microsoft sued in federal court in June over alleged copyright infringement, following similar lawsuits filed by publications including the New York Times, the Chicago Tribune and the New York Daily News.

The New York Times filed a lawsuit against Microsoft and OpenAI in December, alleging mental property violations related to its journalistic content in ChatGPT training data. The newspaper said it desired to hold Microsoft and OpenAI accountable for “billions of dollars in statutory and actual damages” related to the “unlawful copying and use of the Times' uniquely valuable works,” in line with a filing within the U.S. District Court for the South District of New York.

By KEVIN FREKING

WASHINGTON (AP) — Congressional leaders announced an agreement Sunday on a short-term spending bill that might fund federal agencies for about three months, averting a possible partial government shutdown when the brand new fiscal 12 months begins Oct. 1 and delaying final decisions until after the November election.

Temporary budget laws normally keep agencies funded at their current levels. However, following the 2 assassination attempts on Republican presidential candidate Donald Trump, an extra $231 million was made available to strengthen the Secret Service. Additional funds were also made available to support the presidential transition, amongst other things.

The legislator has fought to get thus far, as the present fiscal 12 months ends at the tip of the month. At the urging of essentially the most conservative members of his party, House Speaker Mike Johnson (R-Louisiana) had tied the temporary funding to a provision that might have required states to require proof of citizenship when registering voters.

But Johnson abandoned this approach so as to reach an agreement, though Trump insisted that there ought to be no interim solution without compulsory voting.

Shortly thereafter, serious negotiations between the parties began, and leadership agreed to increase funding through mid-December, giving the present Congress the chance to draft a full-year budget proposal after the November 5 election, slightly than passing that responsibility on to the following Congress and president.

In a letter to his Republican colleagues, Johnson said the budget proposal could be “very narrow and limited to the bare minimum” and would “include only those expansions that are absolutely necessary.”

“While this is not the solution any of us prefer, it is the most sensible course of action in the current circumstances,” Johnson wrote. “As history teaches and recent polls confirm, it would be an act of political malpractice to shut down the government less than 40 days before a fateful election.”

House Democratic Leader Hakeem Jeffries said Democrats would review the bill in its entirety before voting this week, but with the agreement, “Congress is now on a bipartisan path to avoid a government shutdown that would harm ordinary Americans.”

The chairman of the House Budget Committee, Tom Cole, said on Friday that the talks were going well.

“Nothing has happened so far that we can't handle,” said Cole, Republican of Oklahoma. “Most people don't want a government shutdown and they don't want it to affect the election. So nobody is saying, 'I have to have this or we're leaving.' It's just not like that.”

Johnson's earlier attempt failed within the Democratic-dominated Senate and faced opposition within the White House, however it did provide the speaker with a chance to indicate Trump and the conservatives on his caucus that he was fighting for his or her cause.

The final result—government funding virtually on autopilot—was exactly what many had predicted. With just weeks to go before the election, few lawmakers in either party had any appetite for the risk-taking politics that usually result in a shutdown.

Senate Majority Leader Chuck Schumer said the identical agreement might have been reached two weeks ago, but “Speaker Johnson chose the MAGA route and wasted valuable time.”

“As I have said throughout this process, there is only one way to get things done: with bipartisan, bicameral support,” Schumer said.

Now, a bipartisan majority is predicted to pass the short-term measure this week. But agreement on the short-term measure doesn’t mean it should be easy to pass a final budget bill in December. The election consequence could also affect political calculations if one party fares significantly higher than the opposite, potentially pushing the fight back to early next 12 months.

However, the Secret Service's funding is conditional: lawmakers have made it contingent on the Department of Homeland Security providing certain information to a House task force and a Senate committee investigating the assassination attempts against Trump.

In a recent letter, the Secret Service told lawmakers that a funding deficit was not the explanation for Trump’s security lapses when a shooter climbed onto an unsecured roof on July 13 at a rally in Butler, Pennsylvania, and opened fire. But acting Secret Service Director Ronald Rowe Jr. said this week that the agency had an “immediate need” and that he was talking to Congress.

It is a costly development for the manufacturer, which has struggled to ramp up production and restore its popularity following safety crises.

Workers within the Seattle area and in Oregon voted 94.6 percent against a tentative agreement presented by Boeing and the International Association of Machinists and Aerospace Workers on Sunday. Ninety-six percent of staff voted in favor of a strike, excess of the two-thirds majority required for a piece stoppage.

“We're striking at midnight,” Jon Holden, president of IAM District 751, said at a press conference announcing the consequence of the vote. He called the strike an “unfair labor practices strike” and claimed the factory staff were “treated discriminatorily, coerced, illegally monitored and wrongfully promised benefits.”

He said Boeing must negotiate in good faith.

Boeing didn’t immediately comment, but Stephanie Pope, CEO of Boeing's industrial aircraft division, told engineers earlier this week that the preliminary deal was the “best contract we have ever presented.”

“In previous negotiations, the view was that we should hold back a little so that we could ratify the treaty in a second vote,” she said. “We talked about that strategy this time, but we deliberately chose a new path.”

The preliminary proposal included a 25 percent wage increase and further improvements in health and pension insurance, although the union had actually demanded a rise of around 40 percent. The staff had complained in regards to the collective agreement since it didn’t cover the increased cost of living.

The vote is a blow to CEO Kelly Ortberg, who has been in office for five weeks. The day before the vote, he had urged staff to simply accept the collective agreement and never to strike, saying that doing so would jeopardize the corporate's recovery.

Under the tentative agreement, Boeing had promised to construct its next industrial jet within the Seattle area to win over staff after the corporate moved production of the 787 Dreamliner to a non-union factory in South Carolina.

If the contract had been approved, it will have been the primary fully negotiated collective agreement for Boeing engineers in 16 years. Boeing staff went on strike for nearly two months in 2008.

The final financial impact of this strike will depend upon how long it lasts.

Sheila Kahyaoglu, an aviation analyst at Jefferies, estimated that a strike could cost Boeing $1.5 billion in financial damage inside 30 days, saying it “could destabilize suppliers and supply chains.” She predicted that the tentative agreement, if approved, would have an annual impact of $900 million.

Boeing has burned through about $8 billion to date this 12 months and is endlessly mired in debt. Production has fallen in need of expectations as the corporate tries to handle manufacturing deficiencies and faces other industry-wide problems resembling supplier and labor shortages.

A tire blowout on an almost latest Boeing 737 Max 9 earlier this 12 months has led to increased federal scrutiny of Boeing's production lines.

The tentative agreement includes wage increases of 25 percent over 4 years and other improvements in health care costs and retirement advantages, said the International Association of Machinists and Aerospace Workers, which represents Boeing staff at factories within the Seattle area and Oregon. It also gives Boeing a commitment to construct its next plane within the Pacific Northwest, the union said.

Workers still should approve the deal, but avoiding the strike is a victory for brand new CEO Kelly Ortberg, who has promised to get the corporate back on solid footing amid its current safety and quality crisis.

“Financially, the company is in a difficult position due to many self-inflicted missteps. It is the IAM members who will get the company back on track,” the union said in an announcement on Sunday. “When an aircraft leaves the plant, our reputation is at stake. This proposal helps keep our legacy alive.”

A vote is planned for September 12, the union said.

The current collective agreement would have expired on Thursday and a direct strike wouldn’t have been possible. The union had pushed for wage increases of over 40 percent.

“The contract offer includes the largest overall wage increase ever, a lower share of medical costs to make health care more affordable, higher company contributions to retirement plans and improvements for a better work-life balance,” said Stephanie Pope, head of Boeing's industrial aircraft division.

The US Department of Labor announced on Thursday an agreement with Dollar-GeneralThe retailer and its subsidiaries must now pay a $12 million superb and implement significant workplace safety improvements of their greater than 19,000 stores across the country.

The latest fines come on top of greater than $21 million in fines the federal Occupational Safety and Health Administration has imposed on the discount retailer since 2017 for blocked emergency exits, dangerous disorder and other safety allegations. Gun violence can be a difficulty at Dollar General stores: According to 2023 data from the nonprofit Gun Violence Archive, 49 people have been killed and 172 people have been injured by gun violence at Dollar General stores.

Dollar General, a repeat Labor Department offender, became the primary company added to OSHA's list of “serious violators” of workplace safety regulations in 2023 after the agency expanded the reach of its safety enforcement program.

“This agreement commits Dollar General to making worker safety a top priority by implementing significant and systematic changes in its operations to improve accountability and compliance. It also provides Dollar General employees with important guidance to ensure their own health and safety,” said Douglas Parker, assistant secretary for occupational safety and health, in a press release.

Under the brand new agreement, the Tennessee-based retailer must hire additional safety managers, significantly reduce its inventory levels and increase warehouse efficiency to avoid blocked exits and clutter, provide safety and health training to all employees and establish a security and health committee with worker participation.

Dollar General has engaged outside consultants and auditors to discover hazards and conduct unannounced annual compliance audits, established a brand new Safety Operations Center, and created an anonymous hotline for workers and the general public to report safety concerns.

The external auditors were first hired in response to a shareholder vote in May 2023 that called for this, but the corporate opposed this decision on the time.

The agreement with the Department of Labor also requires Dollar General to observe the outcomes of those efforts and submit quarterly reports to OSHA.

Under the agreement, Dollar General is required to repair safety hazards corresponding to blocked access to fireplace extinguishers and electrical panels and improper material storage in its stores inside 48 hours and supply proof of fixes. If the discounter fails to satisfy this obligation, it faces additional fines starting from $100,000 per day as much as $500,000.

CNBC has reached out to Dollar General for further comment.

SEOUL, South Korea (AP) — The recent agreement between Russia and North Korea, agreed to by their leaders at a summit in Pyongyang, commits each countries to make use of all available means to supply immediate military support within the event of war, North Korean state media reported Thursday.

Both North Korea's Kim Jong Un and Russia's Vladimir Putin described the agreement reached on Wednesday as a big expansion of bilateral ties within the areas of security, trade, investment, culture and humanitarian aid. Observers outside the United States said it could possibly be the strongest bond between Moscow and Pyongyang for the reason that end of the Cold War.

The North's official Korean News Agency reported the text of the excellent strategic partnership agreement on Thursday. The agency said Article 4 of the agreement states that if considered one of the countries is attacked and compelled right into a state of war, the opposite country must “without delay use all means at its disposal” to supply “military and other assistance.”

The Kim-Putin summit got here because the United States and its allies expressed growing concern over a possible arms deal under which Pyongyang would supply Moscow with much-needed munitions for the war in Ukraine in return for economic aid and technology transfers that would further increase the threat posed by Kim's nuclear weapons and missile programs.

After the summit, Kim said the 2 countries enjoyed a “fiery friendship” and the agreement was their “strongest treaty ever,” bringing relations to the extent of an alliance. He vowed to totally support Russia's war in Ukraine. Putin called it a “groundbreaking document” that reflected a shared desire to take relations to a better level.

North Korea and the previous Soviet Union signed a treaty in 1961 that, based on experts, provided for military intervention by Moscow within the event of an attack on the North. The treaty was scrapped after the collapse of the USSR and replaced in 2000 by a brand new one which offered weaker security guarantees.

After the meeting between Kim and Putin, South Korean officials said they were still interpreting the summit's results, including questions on how Russia might respond within the event of an attack on North Korea and whether the brand new agreement guarantees the same level of protection because the 1961 treaty. South Korean officials didn’t immediately comment on the North Korean report on the main points of the agreement as of Thursday morning.

“We cannot tell you anything concrete at this point,” said Lee Kyung-ho, a spokesman for the Defense Ministry in Seoul, when asked during a briefing whether he believed Russia had committed to automatic military operations in war situations on behalf of the North.

The deal was struck as Putin visited North Korea for the primary time in 24 years. The visit highlighted the 2 countries' personal and geopolitical ties: Kim hugged Putin twice on the airport, their motorcade drove past giant Russian flags and portraits of Putin, and a welcoming ceremony apparently attended by tens of hundreds of spectators took place in Pyongyang's major square.

According to KCNA, the agreement also states that Pyongyang and Moscow is not going to be allowed to enter into agreements with third parties that harm the opposite party's “core interests” and is not going to engage in actions that threaten those interests.

According to KCNA, the agreements commit the countries to organize joint measures to strengthen their defense capabilities to stop wars and protect peace and security within the region and globally. However, the agency didn’t provide details on what these measures are and whether or not they include joint military training and other cooperation.

The agreement also calls for energetic cooperation between the 2 countries in efforts to create a “fair and multipolar new world order,” KCNA said, underscoring how the 2 countries are joining forces within the face of their separate, escalating confrontations with the United States.

In recent months, Kim has made Russia his priority and pursued a foreign policy aimed toward expanding relations with countries at odds with Washington, embracing the thought of a “new Cold War” and in search of to present a united front in Putin's larger conflicts with the West.

Tensions on the Korean peninsula have reached their highest level in years. Kim's weapons tests in addition to the joint military exercises of the US, South Korea and Japan are increasing in a cycle of mutual insults.

The two Koreas also waged a Cold War-style psychological war, with North Korea throwing tons of garbage on the South using balloons and the South spreading anti-North Korean propaganda over loudspeakers.
